On the evening of September 21, the opening ceremony of the third Hunan Culture Development Conference and the Cultural Tourism Promotion Conference was held in Hengyang City. Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, attended the opening ceremony and announced the start of the conference. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, delivered a speech. Mao Wanchun, chairman of the CPPCC Hunan Provincial Committee, was present at the ceremony. Prior to the opening ceremony, Shen Xiaoming and his entourage met with some guests attending the conference.

Provincial leaders including Wu Guiying, Xie Weijiang, Yang Haodong, Qin Guowen, Wu Lan, Jiang Difei, and Guo Zhenggui attended the opening ceremony. On behalf of participating tourism enterprises, Wang Haimin, president of the China Tourism Group and secretary of its CPC Committee, spoke at the ceremony. The Hengyang City Authority introduced Hengyang's cultural tourism resources.
