The Research Center for International Inspection and Quarantine Standards and Technical Regulations, General Administration of Customs (GAC) recently announced the evaluation results of the GAC in 2024. The China-Africa Technical Measures to Trade Research and Evaluation Base (Changsha), located in the Yuhua Block of the China (Hunan) Pilot Free Trade Zone Changsha Area, stood out as an excellent research and evaluation base in the country. The base is the only one in central China to receive this national honor.

Founded in November 2022, the base is the only national base dedicated to the research and evaluation of regional technical trade measures aimed at African countries. The base is jointly built by the Research Center for International Inspection and Quarantine Standards and Technical Regulations of the GAC, the Changsha Customs Authority, and the Changsha Municipal People's Government. It is undertaken and operated by the People's Government of Yuhua District (The Management Committee of Yuhua Block of the China (Hunan) Pilot Free Trade Zone Changsha Area) and the China-Africa Economic and Trade Promotion Council. It is committed to promoting high-quality economic and trade development between China and Africa.

Since its establishment, the base has adhered to the principle of "based in Hunan, Africa-oriented, serving the whole country", doing solid work in accordance with relevant management measures. In 2023, the first year of its operation, the base was rated as "excellent" among 48 research and evaluation bases nationwide. There were only five such excellent bases in the country. In 2024, the base won this honor once again due to its outstanding performance.

The State Council approved a general plan by the People's Government of Hunan Province and the Ministry of Commerce on building a pioneering zone for in-depth China-Africa economic and trade cooperation in 2024. The base responded positively and focused on ten partnership action plans between China and Africa. Remarkable results have been achieved in the research of technical trade measures. In the year, the base collected more than 2,500 notifications of technical trade measures from African countries, with an export value of over 29 billion CNY involved. Besides, the base submitted 12 lists of such notifications, including 89 important technical trade measures, which provided strong data support for government departments to formulate trade policies and for enterprises to adjust export strategies.
