近年來，隨著我國冰雪經(jīng)濟(jì)的蓬勃發(fā)展，尤其是在2022年北京冬奧會的成功舉辦后，冰雪運(yùn)動和冰雪旅游進(jìn)入黃金發(fā)展期，中國冰雪產(chǎn)業(yè)迅速駛?cè)肟燔嚨?，“點(diǎn)燃”萬億級市場。2024年11月，國務(wù)院辦公廳發(fā)布《關(guān)于以冰雪運(yùn)動高質(zhì)量發(fā)展激發(fā)冰雪經(jīng)濟(jì)活力的若干意見》，明確要求開展冰雪經(jīng)濟(jì)常態(tài)化監(jiān)測、加強(qiáng)數(shù)據(jù)統(tǒng)計分析。2025年，正在著力打造世界級冰雪旅游度假勝地和冰雪經(jīng)濟(jì)高地的中國最北省份黑龍江，在國家統(tǒng)計局支持指導(dǎo)下，率先在全國建立起冰雪經(jīng)濟(jì)統(tǒng)計監(jiān)測制度。

黑龍江省統(tǒng)計局表示，建立冰雪經(jīng)濟(jì)統(tǒng)計監(jiān)測制度的目的是摸清相關(guān)底數(shù)，為更好推動冰雪經(jīng)濟(jì)發(fā)展提供決策參考。據(jù)介紹，為充分發(fā)揮統(tǒng)計數(shù)據(jù)支撐作用，黑龍江省統(tǒng)計局在稅務(wù)、文旅、體育、交通、農(nóng)業(yè)農(nóng)村、工信等部門的協(xié)同配合下，對冰雪經(jīng)濟(jì)相關(guān)部門數(shù)據(jù)進(jìn)行全面搜集整理。在此基礎(chǔ)上，還對全省主要景區(qū)、購物商圈、冰雪游樂園、滑雪場、博物館、文化藝術(shù)館、早市夜市等7大類200余個旅游重點(diǎn)項(xiàng)目開展典型調(diào)查，涉及近4萬個經(jīng)營主體。初步測算結(jié)果顯示，黑龍江冰雪經(jīng)濟(jì)發(fā)展勢頭強(qiáng)勁，“冷資源”持續(xù)向“熱經(jīng)濟(jì)”轉(zhuǎn)化，初步呈現(xiàn)由“一季紅”到“季季紅”、“一地?zé)帷钡健叭帷钡膽B(tài)勢，對相關(guān)產(chǎn)業(yè)帶動作用更加突出，為經(jīng)濟(jì)發(fā)展提供穩(wěn)固支撐。

“三億人參與冰雪運(yùn)動”成為現(xiàn)實(shí)，人民群眾獲得感顯著增強(qiáng)。北京冬奧會、冬殘奧會的籌辦舉辦推動了我國冰雪運(yùn)動跨越式發(fā)展，冰雪運(yùn)動跨過山海關(guān)，走進(jìn)全國各地，開啟了中國乃至全球冰雪運(yùn)動新時代?；I辦以來，我們建設(shè)了一大批優(yōu)質(zhì)的冰雪場地設(shè)施，舉辦了一系列豐富多彩的群眾性冰雪賽事活動，人民群眾參與熱情持續(xù)高漲，參與人數(shù)達(dá)到3.46億，冰天雪地成為群眾致富、鄉(xiāng)村振興的“金山銀山”。
